When I was studying in the UK, I took some chances to have short trips by coach, a single decked long-distance bus. My reason to do was very simple - it was cheap. I had often taken coach in the evening, and I arrived at new place to visit in the next morning. I could sleep in the coach, and save my money and time.


In those trips, sometimes I was lucky enough to have a seat next to interesting people whom I loved to talk with. Conversations in coach could be started sometimes by just saying hi to them or by more complicated ways.


One day, one little girl with her mother got on the coach from London to Liverpool. I was reading a book at that time, but I could not get into the story of the book. The girl took a seat next to me, and her mother had a seat across the corridor. The little girl (could be 5-8 years old) looked up to me and just gave me a small smile, so I looked back to her and said hi. I tried to go back to read the book, but I noticed that the girl swinging her legs a little. I imagined she was bored, so I started to talk to her. I realized that she had a cute hairy backpack, thus I decided to use it as a talking point.


"You have a cute bag. It's Teletubbies, right?" It's children's TV series.

"Yes."

"Your green one is called.... Laa-Laa?"

"No! Laa-Laa is a yellow one! This is Dipsy."

"The shape of Laa-Laa is like..." I opened my sketch book and started drawing a poor thing.

"No, no, Laa-Laa is like... this!" She could not stand my poor drawing, so she took my pencil and started drawing.

"Tinky - Winky is like this, isn't it?" Her mother supported our conversation from time to time.


We talked and talked on many things, including her dreams and my dreams for almost 2 hours. She drew herself wearing China dress singing (her dream was to become a singer like Spice Girls and travel around the world) and gave it to me. I t was almost Christmas time, and I was missing my family at that time. But the conversation with her made my heart warm. I still keep her drawing in my drawer.


I guess physical closeness in coach and a bit of excitement in trips could make people closer mentally. Needless say, we are not always luck to have good conversations with strangers, but when it happens, it will left you up and you could feel that English opens a new windows of the world.

日本で小学校に入るとき、多くの方はランドセルを準備されたのではないでしょうか。
私も、かなり昔のことになりますが、赤色のランドセルを買ってもらった記憶があります。


この４月に娘が小学生になることもあって、
お店でランドセルを見る機会も多かったのですが
自分が当事者だった時代とはランドセル事情も相当変わっていることを知りました。


技術革新によりランドセル自体の重さが相当軽量化されていることにも増して
カラーバリエーションの豊富さには驚かされました。


お店によっては２４色のランドセルが飾ってあり、
またキャラクターなどがモチーフとなっているものも並んでいました。
さらに携帯電話や防犯ブザーをいれるポケットができていたり。。。


お店の方やママ友情報によると、
女の子は赤いランドセル、男の子は黒いランドセル、という傾向が依然として強いとは言え
オーソドックスな色以外のランドセルと購入する人も増えているそうです。


女の子の人気１番の色は、水色だとか。。。
これは、女の子向けのテレビアニメやキャラクターでも
よく水色が用いられているので、その影響かと思います。


子どもが赤や黒以外のランドセルを希望して
それを親が何とか説得してオーソドックスなものを選ぶよう誘導する、
という姿は私も何度か遭遇しました。


男の子の隠れた人気色は赤、だそうです。
これは、明らかにヒーロー戦隊ものの影響でしょうね。


なお、ローズ色でハートモチーフのランドセルが欲しかった娘は
学校指定の黒いランドセルになることを知って
泣き崩れておりました。

みなさん、新年あけましておめでとうございます。
いかがお過ごしですか？充実した年末年始を過ごされたことを願っています。


さて、新年早々ですが昨日大きめの地震がインドネシアで発生したことをご存じでしたか？日本では民放でもＮＨＫでも日本への津波の到達を警戒する情報が延々と流されていましたのでお気づきの方も多いかもしれませんね。


この地震は午前4時43分に発生しましたが、私は地震を伝えるケイタイメールによって６時過ぎに起こされました。寝ぼけ眼で画面を見るとマグニチュード7.6、震源深度は35kmと表示されています。このくらいの規模であれば、脆弱に造られた建物はいとも簡単に崩壊し、大災害を引き起こすことも珍しくありません。


緊急連絡網で上司および同僚へ地震の発生を伝えると共に、被害を特定する情報を収集し始めます。まず、震源地の特定と周辺の地形および人口分布の確認をし、大抵の被害のイメージをつくります。昨日の地震に対する私のイメージとしては「浅くてインパクトも大きいけど人口密集地での発生ではないためそんなに心配することないかも」でした。ただ、地震のようなRapid onset disasterの場合、直後の情報は収集しにくく、挙がってきても信頼性にかけることも多々あります。慎重に状況を見極めることが大切なようです。万全を期すためには継続的に状況をウォッチする必要があります。


事務局内で検討した結果、時限的に昼まで出勤して様子をみることになりました。結果としては、被災規模も大きくなく、緊急援助が必要だという事態は免れることになりました。


今回の地震でも痛感したのですが、発災時における迅速な情報により警報を鳴らすことは必要なのですが、鳴らした音の大きさに見合わない小規模な被害だと（ありがたいことですが）、警報自体の信頼性が疑われてしまうことになります。


以前にもブログに書きましたが、私の仕事の一つにこの警報を鳴らし、職場を臨戦態勢にする役割があります。私自身、この役割は大変重要な仕事だと思っていますし、必要とされるものだと確信しています。ただ、いままで高らかにラッパを鳴らしたのに内容が伴わないものも多くありました。考えてみればマグニチュード７クラスの地震なんて世界中で毎日なんぼでも発生しています。それにいちいち反応してラッパを鳴らせば信頼性が疑われるどころかいつの間にかBGMになってしまいます。


鳴らすべきラッパの音の量とタイミング、はたまただれにむかって鳴らせば効果的か、しかも迅速な対応が求められているときにこれを判断するのは大変な経験が必要な仕事です。難しいですね。精進が必要です。


一方で、鳴らすべき時に鳴らすべき量で鳴らなかった、鳴らせなかったラッパもあります。最近では記憶にも新しい5月のミャンマー・サイクロン「ナルギス」がこの例です。


ナルギスが死者行方不明者13万８千人というあのような未曾有の被害をもたらす4日前、私は職場でラッパを軽く吹きました。「サイクロンが来てますけど勢力も弱いので問題ないですよー」というように。実際、その時の勢力図では非常に勢力が弱く、あのような大災害を引き起こすなんて全く思っていませんでした。その後、ナルギスはミャンマー沿岸部に到達する数時間前に凶暴な狼として本性を現し、そこに住む人々に甚大な打撃を与えました。ナルギスの動きを動画で見れば一見して分かるのですが、それまでもやもやの弱い熱帯低気圧でしかなかったものが、上陸数時間前にくっきりとしたサイクロンの目を形成しているのです。


では、どうすれば良かったのでしょうか。あの４日前に高らかにラッパを吹くべきだったのでしょうか。ここもまた難しいところです。日本が夏に向かう時期には多くの熱帯低気圧が生じては消え、消えては生じます。そのうちの多くが警戒するには値しないような弱いものです。ラッパをその度に吹けば警報の信頼性は下がり、私はオオカミ少年として相手にされなくなるでしょう。


しかし一方では、狼は常にそこに姿を潜めていて、油断した我々の生活を脅かします。


自然災害対応は常にマザーアースとの闘いです。オオカミ少年がゴルゴ13のような正確無比な狼少年となるのはいつの日でしょうか。その日を待ち望みながら、狼自体による脅威が小さくなればと願う、正月明けのセンチメンタルな夜です。

12月初旬に10日間ほどミャンマーに行ってきました。


今年の5月にミャンマーを襲ったサイクロン「ナルギス」。
7ヶ月経った今、被害にあわれた方々の生活は
どのくらい再建できているのか。


私たちが行なってきた支援事業に対して
中間モニタリングを行なっている同僚に同行させてもらい
ミャンマーのデルタ地帯まで立ち入ることができました。


ヤンゴンから悪路を車で４時間、その後ボートで１時間半。
そこからさらにボートで3時間移動したところに
支援している村の1つがありました。


そこでは、サイクロンにより家財はもちろんのこと、家族さえも失った人々が
生活再建のためにNGOと共に取り組んでいました。


私が訪問した村は漁業で生計を立てている方が多かったのですが、
住民のみなさんは、これまで知らなかった家計という概念も学び、
漁獲量に左右されにくい生活を目指しているとのこと。


このようは支援の方法は「Build Back Better」（より良い再建）
と呼ぶそうです。


被害にあったみなさんが、
よりよい幸せな生活を送れるようになることを心から祈ると同時に、
他人の人生に介入することの重大さをひしひしと感じた
ミャンマー訪問でありました。

When I arrived at a small airport in Bhuj, Gujarat, I just had my backpack on my back, PC in my right hand, and big old satellite phone in my left hand. The small airplane that I took was full of huge guys from a German emergency rescue team and I was so excited. It was winter 2001, and it was my first time visiting India.


My 2-years of studying in the UK was just about to end, and I was writing my dissertation for my Master's degree in Japan, when I received a call from a Japanese NGO asking me to go to India for post-earthquake relief work involing as erecting tents and providing necessity items. At the end of January 2001, a huge earthquake hit the State of Gujarat, India and thousands of people lost their family members and houses. I was tired of being surrounded by piles of books, writing my dissertation, I just wanted to have field experiences! I studied humanitarian assistances for years, and I believed I could help many people. I was supposed to start working for the NGO two weeks later, but had no hesitation to go to India immediately.


It did not take time for me to realize how stupid I was. If "stupid" is not the right word, I should say I had been "overestimating" my ability to work.


I thought I could use English there, but most of the local people in Bhuj could not speak English. Some of them did, but with a strong Indian accent. "Speaking English" was not enough to work there. I had severe strong stomachaches for a long time, and it was very tough to visit earthquake-affect villages for finding the most hard-hit poeple. My negotiation skills in English were not good, so I felt like people were ripping me off. I could not believe in people or myself, and felt very lonely. I needed to find ways to "communicate" with local people.


While I started to learn local languages step by step, I tried to communicate in English in various situations. I needed to negotiate with shopkeepers to buy relief items, including mosquito nets at reasonable prices, not just for saving money, but for also providing as many as possible with supplies. I could not give up. I tried to maintain good eye contact when I spoke in English. If I saw in people's eyes that they did not understand what I had said, I use different words. Gradually, I was able to communicate with people better, and I started to enjoy working there. In the evening, I visited some of the tents that me
worked on, and had long conversations over tea with local people with cups of tea. In those conversations, I learned about the local culture and environment and I tried to find what I could do for them.


9 months later, I finished my work there and said good-bye to the local people I worked with. One of the villages I had worked for organized a farewell festival for me. I wore local clothes, and danced with villagers.


In many ways, India is my school of communication in English, is wellas my school for working with people. I am still learning how to better communicate in English and realize I have a long way to go; however, I feel strong now because of my experiences in India. Whenever I meet new people in new places at work, I remember my hot and dusty days in India and start speaking in English.
